EMV in the United States

The following is the current status of Chip and Pin - Chip and Sign payment processing with EMV and Windward System Five.

Vantiv Integrated Payments (Mercury)

VeriFone Vx805 Pinpad

SystemFive is now certified for US EMV transactions with Mercury Payments using the VeriFone Vx805 Pinpad.
  • An US-EMV update for Mercury Payments is now available in version 6.1.0.118 and version 6.2.0.1
  • The Vx805 with Mercury Payments offers both Tokenization and End-To-End Encryption providing the highest level of security for your payment transaction that are not available with other processors.
  • Please contact Windward Software for options for purchasing or renting Vx805 PIN Pads with Mercury Payments.

Ingenico iSC 250 PIN Pad

NEW The ingenico iSC 250 now available for Vantiv Integrated Payments(Mercury) and Heartland.

The iSC 250 supports:
  • Swipe
  • Chip
  • Signature Capture
  • Contactless
  • Vantiv Integrated Payments and Heartland uses an Encrypted MSR so this device cannot be used for System Five Gift Cards. You can use with Vantiv Gift Cards. Heartland Giftcards are not supported.

Notes:

  • dsiEMVx version 1.06 or higher is required.
  • System Five version version 6.1.2.156 or higher is required.
  • Chip Card returns and voids must be swiped.
  • The prompt Debit with Pin? Yes/No is a bit confusing.
    • Yes means this is a debit card that requires a PIN,
    • No means this is a credit card.
  • The Enter key does not work in response to prompts even though the screen button Yes looks like the enter key.


The Equinox L5300 (chip, MSR, contactless,PIN and Signature) is also scheduled to be EMV enabled.

US EMV is available for credit transactions only.
Debit transactions are not EMV ready yet, however swipe debit is now available for non EMV debit cards.

There is a global shortage of the EMV devices which is expected to take a few months to clear up. Get your orders in soon as these devices will be shipped on a first come, first served basis.

Other US Processors

The following processors are available in the first wave of EMV Implementation by datacap.

  • Vantiv (available now)
  • Chase Paymentech (available now)
  • First Data - Rapid Connect - supports Cardnet, Nashville and BuyPass (Rapid Connect is the most favorable). Rapid connect does not support multiple merchant Ids however which may be an issue for those converting from BuyPass. Rapid connect conversion is, well troublesome and a slow switch over. There are some issues with Discover Card Returns not settling in the batch close.
  • TSYS (Host available now)
  • Heartland Payments HOST (now available using the ingenico iSC-250)
  • WorldPay (available now)
  • Global (available now using the ingenico iSC-250)
  • Elavon (vx805)

The following processors are not yet available.

Liability Shift

The US EMV liability shift has been set for October 2015, which means that the merchant may be liable for any fraudulent manufactured card transaction made at a non-EMV terminal with an EMV capable card.

Fraudulent manufactured cards are those where skimming devices are used to collect the magnetic strip information and then a new card is manufactured or the MSR information is replaced on an existing card.

Note that there may be fraudulent non-EMV cards made from EMV cards, which means just because there is no chip, it still must be swiped on an EMV capable PINPAD. The EMV PINPAD will detect from the MSR that it should have a chip and ask for you to insert the chip.

As most card issuers are implementing Chip and Sign, the EMV transition will only protect the merchant against fraudulently manufactured cards. It will not protect against stolen cards that Chip and PIN does. The merchant will still need to verify the signature, which does not work well with the EMV practice of keeping the card in the customer's possession.

Understanding the 2015 U.S. Fraud Liability Shifts

US EMV Debit Network

The US EMV debit network will not be available until early 2016.

Mercury / Vantiv debit transactions using the Magnetic Stripe will be available sometime in October. In the meantime Debit cards can be run as credit transactions.

US Chip and PIN Debit will not be available until early 2016. This is an issue with the US banking network, not the credit card processors or Windward Software.

Contactless EMV will not be available until early 2016. Until this time, contactless payments will be processed as swiped transactions, not EMV transactions.

EMV Hardware

Important - each piece of EMV hardware (pinpad, chip reader) must be certified with each processor and each piece of software. This severely limits the available pinpads for a given processor due to the time and expense of EMV certification. Just because a pinpad has a chip reader, it does not mean it is EMV certified with any or your processor.

These devices are planned on being supported by Datacap in Q1 2016.

Which PIN Pad Should I Purchase?

Currently the Vx805 is the only EMV PIN Pad certified with Mercury Payments. Other processors will also support the Vx805, and can currently be used without EMV. They are much cheaper than any of the signature capture supported PIN Pads, easy to purchase and easy to install. You will need a ball point pen for the signature.

Do you need EMV?

  • EMV only applies to card present transactions. The liability for ecommerce, mail order, telephone orders and contactless remain the same (the merchant currently accepts most of the liability for these transactions, no matter how hard you try).
  • How many charge back requests do you currently get now? The number of fraudulent transactions will increase as other merchants adopt EMV.
  • If you are a merchant that sells liquor, tobacco and other easily fenced items and currently have a large number of chargebacks you will want to adopt EMV quickly.
  • If you don't adopt EMV how do you protect yourself? Same way you do now.

FAQ

Q. How can I configure the transaction slips.
A. The transaction slips are certified as part of the EMV certification. They can not be altered without recertification.

Q. The customer does not know their PIN and the card is asking for a PIN.
A. The customer will have to contact their bank to obtain a PIN. There is no provision to sign for chip card that has been programmed for a PIN when running the card through an EMV enabled PIN Pad.

Q. The card used to be able to be used as a credit card where the customer signs or a debit card where the customer enters a PIN.
A. If the card is programmed to be used as a credit or debit card, the customer will be prompted on the PIN pad whether they want to use credit or debit. They will still be asked to enter a PIN number for credit if that is how the issuing bank programmed the CHIP card.
